A time is coming where eligibility and pricing for services in

- insurance
- finance
- education
- employment
can be determined by artificial intelligence. As exciting as this sounds for businesses, as the industry evolves, the “how” a decision is made cannot be determined. We will be expected to just accept that the computer made a decision, and that is that.
Such a future is unacceptable.
We propose a law that says Artificial Intelligence cannot be used to determine eligibility of customers, or the prices they pay, unless the the decision can be broken down and presented in a way so that a regular person could understand it.
The decision process doesn’t need to be provided to the customer, but the decision process must be made available to authorities.
It cannot be used to determine the performance of employees.
It can not be used on any device or robot or vehicle where its decisions can affect the safety of a human or damage property or reduce the function of a a service in public.
It can be used in health with full disclosure to end users.
AI can still be used in fields like marketing for internal performance benefits.
In the EU, similar regulations, part of the General Data Protection Regulation came into place in 2018.
