Public Housing in New Apartments
All new apartment buildings with 20 or more apartments, must sell 1 in 20 to the government at a nominal rate, to be used for public housing. The fittings need to meet minimum standards but do not need to be the same as the other apartments. They need to be evenly spread throughout the building. People with a criminal history will be ineligible to live in these apartments.
This will, in a small way, remove some of the issues of current public housing which are not as integrated into the rest of society.
It certainly would not be a solution on its own.
