Education
All schools receiving government funding must submit an annual income and expenditure statement. Anything that directly affects the education of children (so, not utilities, cleaners etc) must be detailed.
The government can then, also looking at academic performance data, get a clear picture of which type of expenditure has the best returns. Teacher/student ratios. Teacher training. Study materials. And so on.
It would also be an opportunity to see where funds might be wasted. And get an insight into how much schools rely on their own fund raising.
Apparently this level of accountability doesn’t happen at present.
